| In 1962-1966 she was owned by the Fisheries Research Board of Canada, Ottawa ON Canada. In 1967-1989 she was owned by The Minister of Fisheries & Oceans, Ottawa ON Canada. In 1990 she was purchased by a not-for-profit group in Victoria BC for use in training youthful offenders in life skills for $1 with a registered mortgage of $200,000 in favour of the federal government. After the expenditure of $250,000 and without having trained any youths the Victoria-based Horizons Unbound Rehabilitation and Training Society (HURTS) went into insolvency. The Society was formed in 1989 by psychiatrist Dr. Philip Ney. |
